Business Beware: Konkrete Exterior Cleaners (aka Vence Barbee)

Perhaps when Vence Barbee named his ‘business’ “Konkrete Exterior Cleaners“, he should have kept the “Con” spelling – as in ‘convict’. Barbee has an extensive record, including a felony aggravated kidnapping charge, for which the police report states “he was aware they were going to beat and kill the victim” (see full report below). We are in full support of felons getting back into the workforce, and being entrepreneurs, as long as they are doing it legally – and not deceiving consumers to make money, avoid taxes, liability, and perhaps leave the consumer on the lines for hundreds of thousands of dollars if he were injured on your property. If you’re going to start your own business, that’s amazing – but don’t break the law to do it. Protect yourself, and the customer. This particular ‘business’ has no protections for the consumer.

Currently, Vence Barbee is advertising the business on social media as ‘licensed and insured’ – neither of which we were able to confirm. You can’t insure a business if it’s not a registered entity, and in this case, Barbee has not completed anything to properly register his business – leaving the consumer (and their wallet) on the line if something goes wrong on their property. Even a simple trip and fall injury (legitimate or not) could cost a homeowner hundreds of thousands of dollars if sued, and no proper business or insurance in place.

We checked on their license/bonding/insurance at local, state, and federal levels:

  • The Davidson County Clerk has confirmed no business registration for anything with ‘Konkrete’ in the name, or any entity registered by the owner, Vence Barbee. So they are not registered or licensed to have a business here, or comply with any laws or regulations.
  • The Secretary of State of Tennessee has confirmed no business registration with ‘Konkrete’ in the name, or any entity registered by the owner, Vence Barbee. So they are not registered or licensed to have a business here, or comply with any laws or regulations, including paying taxes.
  • The Internal Revenue Service has confirmed there has been no EIN issued for the business, and no filing have been made in the name.

For his aggravated kidnapping charge, Vence Barbee was found guilty, and sentenced to 5 years in a TDOC prison, with 4YR suspended, and 365 days credit for time served prior to trial in county jail.

He violated probation the first time, the violation was conceded – “def to serve 30 days dfd and reinstated to intensive probation – def to go on GPS or electronic monitoring and live with stepfather for 1st 90 days”. He then violated probation a second time, judgment went into effect- “11 months 29 days with Lifelines, jail credit 4/11/06 (1day);9/4/07 to 10/4/07;4/20/08 to 5/8/08.”

As a part of his sentencing deal, Vence Barbee agreed to “testify truthfully against William Hall” per case 2006-D-2884 sentencing special conditions.

 

Here’s the case that got him the worst felony for which he received a 5 year sentence:

AGGRAVATED KIDNAPPING

The defendant was with the co-defendants and knew that they were going to xxx Joseph Ave to beat and kill the victim. The defendant was standing outside apartment xxx Joseph Ave when the victim met Joseph Jones. Joseph began to beat the victim. The defendant watched Joesph beat the victim and force her into the trunk of his vehicle. Officers received a description of the vehicle that the defendants were in as an older white four door car with a red top. The defendants fled the area but were spotted by POII Keeler within seconds of receiving the initial call and stopped at xxx Woodland St. The defendant was the right rear passenger in the vehicle. The defendant was transported to the scene of the incident for a show-up. The victim positively identified the defendant as participating in this crime. The defendant was mirandized and interviewed by Detective Clements. The defendant stated that he knew they were going to meet the victim to beat her. The victim received a broken nose as a result of this incident, and was transported to Vandy ER.

CONTRIBUTING TO THE DELINQUENCY OF A MINOR

Def was a passenger in a stolen vehicle stopped at 99 Spring St. A 16 year old juvenile was also in the vehicle. The time of stop violated the juveniles curfew. Def is 18 years old and is not a legal guardian of the juvenile.

JOYRIDING

Def was a passenger stopped in a stolen vehicle at 99 Spring St. Def given Miranda warnings and stated he traded drugs to a “crackhead” in exchange for the vehicle. Def did not have the owners consent to have possession or to be in the vehicle.

UNLAWFUL POSSESSION OF A CONTROLLED SUBSTANCE

Def was a passenger in a stolen vehicle stopped at 99 Spring St. A search of the vehicle I located a small bag containing crack cocaine. The drug was found in the front passenger door handle. Miranda was given and def claimed ownership of the drug.

DRIVING WHILE LICENSE SUSPENDED

Police attempted to stop a vehicle for a traffic violation (registration plate display-no tag) which the def was driving. Def refused to stop for police lights and siren. Def led police on a high speed pursuit. Def was operating the motor vehicle on a suspended driver license.

UNLAWFUL POSSESSION OF A CONTROLLED SUBSTANCE

Police attempted to stop a vehicle that the def was operating for a traffic violation. Def led police on a high speed pursuit through a residential area. After the def crashed the vehicle into a house and fled on foot, police located a plastic baggie of white powder (approx .5 grams) inside the vehicle that the def was operating.

UNLAWFUL POSSESSION OF A WEAPON

Police attempted to stop a vehicle for a traffic violation (registration plate display-no tag). Def refused to stop for police lights and siren. Def led police on a high speed pursuit through a residential area until he crashed into a house at 1004 N 5th St. After the def was apprehended police recovered three loaded handguns inside the vehicle which the def was operating.

EVADING ARREST (WITH RISK OF DEATH OR INJURY TO THIRD PARTIES)

Police attempted to stop a vehicle for a traffic violation (registration plate display-no tag) which the def was driving. Def refused to stop for police lights and siren. Def led police on a high speed pursuit through a residential area until he crashed into a house at 1004 N 5th St.

THEFT OF PROPERTY

Police attempted to stop a vehicle that the def was operating for a traffic violation. Def led police on a high speed pursuit through a residential area. After the def crashed the vehicle into a house and fled on foot, police located three loaded revolver handguns inside the vehicle. One of the handguns (Smith and Wesson .357caliber) was reported stolen.
