Around 9PM on Tuesday evening, MNPD officers were dispatched near the Municipal Auditorium for a report of ‘forcible fondling’ a hot dog vendor. There they would arrest Kevin Barr and charge him with sexual battery, after he admitted the he “shouldn’t have done that”. According to the victim, “that” included grabbing at her vaginal area with his hands, twice.
According to the just filed affidavit:
OFFICERS WERE DISPATCHED TO A POSSIBLE FORCIBLE FONDLING SITUATION THAT OCCURRED AT 417 4TH AV N, NEAR THE MUNICIPAL AUDITORIUM. OFFICERS ARRIVED AND SPOKE WITH THE VICTIM, WHO STATED SHE WAS SERVING HOT DOGS NEAR THIS LOCATION WHEN THE SUSPECT, KEVIN. BARR, APPROACHED HER.
THE VICTIM STATED MR. BARR APPROACHED AND BEGAN CARESSING HER HAIR. HE BEGAN MOVING HIS HANDS DOWN HER BODY/CLOTHING IN A SEXUAL MANNER. SHE STATED HE WAS ALSO ATTEMPTING TO KISS ON HER AND SHE ATTEMPTED TO MOVE AWAY BUT HE WOULD NOT STOP APPROACHING.
KEVIN BARR REPORTEDLY THEN GRABBED AT HER VAGINAL AREA WITH HIS HAND TWICE. THE VICTIM ACTIVELY ASKED MR. BARR TO STOP HIS BEHAVIOR AND LEAVE BUT HE REFUSED. MTA SECURITY WAS NEARBY AND ARRIVED TO SEPARATE THE PARTIES.
AT THIS TIME MR. BARR MADE A VERBAL ADMITTANCE TO SECURITY THAT “HE SHOULDN’T HAVE DONE THAT”. UPON OFFICERS ARRIVAL IT WAS APPARENT MR. BARR WAS UNDER THE INFLUENCE OF SOME TYPE OF SUBSTANCE DUE TO HIS BLOODSHOT WATERY EYES AND DISORDERLY BEHAVIOR. HE WAS TAKEN INTO CUSTODY FOR HIS AND OTHERS SAFETY.
Kevin Barr is currently charged with Sexual Battery, Public Intox at this time. He was already out on bond for a separate court case, for which he was scheduled to be in court on the 02/20/18. His current bond is set at $4500, with a review hearing set for 02/15.
