39-year-old Phoeum Prum was charged with stalking and vandalism when her ex-boyfriend told police she had followed him in her vehicle, keyed his vehicle, and threatened to move near him to keep tabs on him and his new girlfriend.

On February 14th, Rodney reported to police that he was moving into a new apartment in Uptown Flats and had not told his ex-girlfriend anything about it. Phoeum Prum, his ex-girlfriend and mother of his child, arrived at 101 Gatewood Avenue and confronted him about his new relationship. Rodney stated that he responded by leaving in his vehicle. Phoeum initiated pursuit in her own vehicle until officers advised her to back off after Rodney alerted them.

Despite being warned by police, Phoeum returned to Rodney’s apartment and keyed his vehicle. When she arrived, Rodney was in the process of moving and was sitting inside his U-Haul truck. Rodney stated Phoeum went to the driver side of the truck and was trying to force it open to get at him. She then started yelling at him and got upset because he wouldn’t open the door. Rodney then witnessed Phoeum walk over to the driver’s side of his personal vehicle and start keying it.

On February 15th, Rodney found food had been hurled on the windshield of his vehicle, something Phoeum apparently has a history of doing. Rodney again contacted police, showing them Phoeum’s text messages that included the statement “you should have put me in jail” as well as threats to move near him or get a hotel to watch him and his new girlfriend’s movements.

On March 12th, Phoeum Prum was arrested and charged with stalking and vandalism. Her bond was set at $3,000.
