31-year-old Michael Starks was charged with possession of a weapon during a felony, felony drug offense for marijuana and cocaine, and vandalism after a security guard saw him with a rifle and believed he was going to perform a drive-by.

On June 4th, officers were dispatched to 1012 Pennock Avenue for a domestic disturbance. When the officer arrived, Michael Starks was not on the scene but officers made contact with Lekevia Cheairs, LeAngela Cheairs, and Fredasia Webb. They explained that Lekevia and Starks have a child together but have never dated. Lekevia told officers that the two were in her vehicle when received a text message. She asked him about the text and he told her to drop him off.

An altercation ensued and she took the keys to the vehicle so he could not leave with it. Starks started to damage the vehicle and yelled at her before fleeing the scene in another vehicle. LeAngela and Fredasia confirmed that they had witnessed Starks defacing Lekevia’s vehicle. Police noted damage to both rear-view mirrors, a paint scratch on the front bumper, and that liquor had been poured all over the upholstery.

On November 1st, Officers Stratton and Hamblen responded to a large crowd near Sushiyobi at 1526 Demonbreun Street. Stratton stated that upon arrival, he was flagged down by the security guard, Arthur Williams, who advised he saw a black male standing outside of a silver sports utility vehicle (SUV) with Florida tags, brandishing a rifle. Williams also pointed the man out as he passed the location in traffic and told officers he believed there was going to be a drive-by-shooting. Officers located the vehicle and initiated a traffic stop at the Interstate 40 and 65 split.

While detaining the occupants of the SUV, Stratton noted the odor of marijuana coming from the vehicle when the door was opened. A probable cause search was conducted which yielded a black Karri’s Guns ArmaLite Rifle-style pistol, approximately 125.6 grams of a green leafy substance presumed to be marijuana packaged in many different size bags, 10.5 grams of cocaine, a digital scale and plastic bags. Starks denied that the Louis Vuitton bag containing the drugs was his, but when officers looked inside, they found a debit card with his name on it. Stratton also added that during booking Starks advised him where his keys were located in the bag.

On November 2nd, Michael Starks was arrested and charged with two counts felony drug offense for cocaine and marijuana, possession of a dangerous weapon during a felony, and vandalism. He was released on a $34,000 bond.
