The man was identified to be Bobby Turner and he told officers he was attempting to walk to White House. Officers believed he had a mental health condition, due to his nonsensical speech and circular reasoning. He admitted officers did take him off the roadway previously but that he “needed” to get to White House. Police determined Bobby was in an unsafe area of the highway and likely to continue the offense, so he was taken into custody.

Bobby Turner was arrested and charged with traffic controlled access use by a non-motor vehicle. The charges were dropped on November 24th.
