Man chases neighbor with traffic cone, throws game controller at cop — Kevin Sullivan

MNPD Officer Gregory Scott charged 30-year-old Kevin Sullivan with assault of an officer when he says Sullivan threw a video game controller at him during a mental health crisis, and while it did not hit him, he states he was “in fear of being hurt by the object”. Sullivan was also charged with vandalism after breaking a neighbor’s windshield with a piece of furniture, and another assault charge when he threatened to shoot the same neighbor, who says he was in fear he would follow through with the threat. Sullivan remains jailed in lieu of a $2,500 bond.

ARREST WARRANT / AFFIDAVIT:
On 10/14/21 at approximately 1000 hours, police were dispatched to a “person with a weapon” call at 1813 16th Ave N, side “A,” where a subject named Kevin Sullivan (the defendant) was chasing his neighbor (Drake Barton) with a tall traffic cone, trying to strike him and his vehicle.

Officers arrived at the location and the defendant went back inside his house and began breaking more of his own items. After speaking with Mr. Barton and verifying the damage to his vehicle, it was apparent that the defendant would have to be taken into physical custody due to the likelihood of the offense continuing and his mental illness.

Officers were let into the residence by Mr. Sullivan’s roommate, Sharon Bryant. As officers were attempting to enter, Officer Scott stated that the defendant intentionally picked up a video game controller and threw it at him. The controller went past him and broke on the ground. Officer Scott stated that he was in fear of being hurt by the object. Eventually, the defendant was taken into custody. Officer Scott stated that he would prosecute for assault.

On 10/14/21, the victim stated that the defendant broke the windshield to his Jeep Wrangler (as it sat parked in the street), using a wooden piece of furniture. When he went to confront the defendant (outside), the defendant told him that he was “going to kill him” and struck his Jeep again with a tall traffic cone. The defendant then stated that if “you come at me, I’m going to shoot you in the face” before going back in his side of their duplex.

Officers also made contact with the defendant, who proceeded to break items of his own in front of police and yelled obscenities. Due to his mental instability and the likelihood of the offense to continue, officers were unable to issue a state misdemeanor citation and the defendant was taken into physical custody. The victim stated that he would prosecute. The victim stated that he was in fear of the defendant following up on his threat of shooting him.
