Tourist says he was “wasted” when found inside of secured federal courthouse courtyard after hours — Callan Isley

21-year-old Callan Isley, from New York, says he was “wasted” and unsure how he ended up attempting to climb a fence to get out of the secured courtyard of a federal courthouse in downtown Nashville Wednesday night. He received “minor injuries” from federal protective service officers Jason Talbert and Christopher Bullock during the arrest. #VisitMusicCity

ARREST WARRANT / AFFIDAVIT:
I was dispatched to the Federal Court House (801 Broadway), in response to courthouse security, Protective Security Officers (PSO), calling to report an intoxicated trespasser at the location.

Upon arrival at the 9th Avenue Southside entrance, I observed both PSO Talbert and PSO Bullock were inside of the secure courtyard area (enclosed by a perimeter fence and locked gate) along the 9th Avenue South side of the building; the defendant was also present inside of the secure area and was in handcuffs.

PSO Talbert stated that they had observed the defendant, via security camera, inside of the secure and was trying to jump over the secure area’s fence. He stated that he went to the defendant’s location, detained him, obtained his information, and tried to escort him off of the property. He stated that the defendant resisted his efforts to escort him off of the property and that he had to physically restrain the Defendant and handcuff him.

PSO Bullock stated that he observed PSO Talbert’s attempts to physically restrain the defendant and went to their location to aid PSO Talbert. I observed that the time was past 2200 (well after regular business hours) and the Federal Court House was closed to the public.

When I encountered the defendant, I observed the following: the defendant’s eyes were watery and red, his speech was slurred and nonsensical, he was unsteady on his feet, and a strong odor of an intoxicating beverage emanated from his person.

The defendant made an excited utterance to me that he was “wasted”. The defendant sustained minor injuries during his resistance with PSO Talbert and PSO Bullock. I summoned an ambulance to the scene; however, the defendant refused transportation to a hospital.

The defendant did not have a cellular phone and was unable to contact friends or family. Due to the defendant’s obvious state of extreme intoxication and his actions, I judged him to be a danger to himself. Left with no other alternative, I arrested the defendant and transported him to booking.
