Man charged with misuse of 911 after demanding police connect him with his embassy — Sami Albalawai

Metro Police eventually arrested 27-year-old Sami Awash Albalawi after he called 911 twelve times, demanding to be put in touch with his embassy. Officers responded to the first of the calls, which came from a motel near the airport, and explained that police were unable to assist him with contacting his embassy, and that he would need to contact them on his own. Police believed they had an understanding, and left Mr. Albalawai. Several more calls then accumulated at the Emergency Communications Center, who traced the first few to the same motel, and the later ones at the Nashville International Airport. Police were eventually able to locate the man after the 12th call to 911. After it was apparent there was no clear understanding that 911 would be unable to assist him, he was transported to booking and charged with aggravated non-emergency calls. He is jailed in lieu of a $1,000 bond.

ARREST WARRANT / AFFIDAVIT:
ON 01/03/2022 POLICE INITIALLY RECEIVED A 911 EMERGENCY CALL FROM 510 CLARIDGE DR (RED ROOF INN) AND HAD LITTLE INFORMATION. POLICE WERE UNABLE TO LOCATE THE SUBJECT CALLING AND UNABLE TO PROVIDE ASSISTANCE. POLICE LEFT THE AREA AND THEN RECEIVED ANOTHER CALL FROM THE DEFENDANT. POLICE THEN MADE CONTACT WITH THE DEFENDANT AND HE STATED THAT HE NEEDED NO POLICE OR MEDICAL ASSISTANCE AND THAT HE JUST NEEDED TO GET IN TOUCH WITH HIS EMBASSY.

POLICE INFORMED HIM THAT POLICE WERE UNABLE TO DO SO AND THAT HE WOULD NEED TO CONTACT THEM ON HIS OWN. POLICE LEFT WITH THE UNDERSTANDING THAT THE DEFENDANT WOULD NOT BEING CALLING FOR POLICE OR MEDICAL ASSISTANCE AGAIN.

POLICE THEN RECEIVED MULTIPLE OTHER CALLS ON 911 FROM THE DEFENDANT FOR 510 CLARIDGE DR BUT WERE UNABLE TO LOCATE THE DEFENDANT. POLICE THEN STARTED RECEIVING CALLS FROM THE DEFENDANT AT 1 TERMINAL DR, THE AIRPORT.

POLICE AND NFD RESPONDED TO THE AREA AND WERE UNABLE TO LOCATE HIM DESPITE SEARCHING THE AREA THOROUGHLY. POLICE LEFT THE AREA AND THEN RECEIVED ANOTHER CALL ON 911 FROM THE DEFENDANT. POLICE AND NFD WERE ABLE TO LOCATE THE DEFENDANT ON THIS CALL. AT THIS TIME POLICE WERE ABLE TO DETERMINE THE DEFENDANT HAD CALLED 911 A TOTAL OF TWELVE TIMES.

POLICE ATTEMPTED TO EXPLAIN THAT THE DEFENDANT WAS NOT IN A LIFE-THREATENING EMERGENCY AND DID NOT NEED TO CALL 911. POLICE ALSO TOLD THE DEFENDANT THE SITUATION HAD BEEN ADDRESSED AND THAT POLICE COULD NOT CONTACT HIS EMBASSY.

THE DEFENDANT DID NOT UNDERSTAND AND JUST REPEATED THAT HE NEEDED POLICE EVEN THOUGH HE WAS SPEAKING WITH POLICE AT THE TIME. POLICE FOUND THE DEFENDANT HIGHLY LIKELY TO CONTINUE THE OFFENSE AND THEREFORE TOOK HIM INTO CUSTODY FOR MISUSE OF EMERGENCY SERVICES. POLICE THEN TRANSPORTED THE DEFENDANT TO BOOKING.
