22-year-old Lochlan Reid Kikelly was speeding on I-40 East on April 4th. Officers were conducting traffic enforcement when they observed him going 78 mph in a 55 mph and initiated a traffic stop. It took the police about a mile to catch up to Kikelly, during which they saw him cross the right centerline, cutting off two semi-trucks carrying trailers. He finally stopped abruptly and pulled to the right into a blind curve, partially on the right shoulder and travel lane, so they instructed him to continue forward to a more appropriate location.

Kikelly got off the interstate onto Fesslers Lane and pulled into Lions Club’s driveway, where officers told him to exit his vehicle and walk to their patrol car. While outside his car, he appeared nervous and fidgety. Officers asked him why he was traveling so fast, and he told them he was an armed guard at General Hospital and had to taser an individual earlier, which caused him to be overwhelmed. He added that he had just left there after having to return the work keys since he took them with him. Officers asked if he had any weapons, and he stated he had his duty weapon, Glock 17 9mm, inside the car and on his duty belt.

During their conversation, Kikelly reeked of alcohol and had to be instructed repeatedly to stay in front of the patrol car. He admitted to having a beer with a friend, so officers requested him to take sobriety tests, which he consented to, and performed poorly. He was detained, informed of implied consent, agreed to provide a blood sample, and then was transported to St. Thomas Midtown Hospital for the draw. While at the hospital, he told them that he had three beers before being pulled over, adding that he shared a six-pack with his friend. Kikelly was taken into custody for driving under the influence and possession of a weapon while under the influence.
