23-year-old Chance Douglas was found lying in the middle of the street at Hermitage Ave and Middleton while traffic was avoiding him, and he was screaming at anyone who attempted to assist him. He appeared to be extremely intoxicated and admitted to drinking alcohol. He told responding officers they were there to serve him, and he can do what he wants, and they could not make him move or stop. He was unable to care for himself and could not provide officers with the name of a hotel or friends, so he was taken into custody.
