Jacob Flannery was found at 310 Commerce Street on the 5th floor of the SP Plus parking garage talking to the wall. Jacob had bloodshot, watery eyes, slurred speech, and was unsteady on his feet. He was not able to tell officers where he was going or how he was going to get there.
