27-year-old Devin Wilkes was at 3rd & Broadway late Friday night when he pulled out his phone and pointed it at officers while making derogatory statements. Officers inquired if he needed assistance as he appeared to be extremely intoxicated. Wilkes, who was unsteady on his feet and could not keep his eyes open, was taken into custody and charged with public intoxication.
