45-year-old Arthur ‘Arty’ Robinson work at Paradise Park on his motorcycle, and by the time he reached Watertown city limits he was doing 73 in a 45 mph zone, which was the most exciting moment the tiny town of 1500’s police department had for the entire week. After officer Nick Deck made the arrest for DUI, Robinson decided to unleash a verbal assault on Officer Deck, offering to “f— you in the booty”, and detailing what a “sad b—-” the officer was.
Some of the select moments, as taken from Officer Nick Deck’s affidavit:
- Mr. Robinson called me a bitch, and a fucking asshole. Mr. Robinson further stated, I was a sad bitch and I can take that to my grave. Mr. Robinson then called me a fucking faggot
- Mr. Robinson then screamed, if you had any balls, you would pull over in the next parking lot and take these cuffs off so I can kick your ass
- Mr. Robinson also screamed pull over into the next parking lot and I bet you your next three paychecks I’ll beat the fuck out of you and then fuck you in your booty
- Mr. Robinson further stated I would beat the fuck out of you in a heartbeat, but I won’t beat the fuck out of you worse than you must beat yourself up every day
|ARREST WARRANT / AFFIDAVIT:|
|On 08/28/2021 at approximately 0014 hrs. I Officer N. Deck was on routine patrol in the city limits of Watertown. While on patrol I observed a Red Honda motorcycle displaying TN registration xxxxxx traveling at a high rate of speed. I activated my radar and confirmed the speed to be 73 miles per hour in a 45mph zone. This being a direct violation of TCA: 55-8-1S2 speeding, I activated my emergency equipment and initiated a traffic stop on the vehicle at the intersection of Sparta Pike and Statesville Road.|
Upon contacting the driver, Arthur W. Robinson the 3rd (TN DL# xxxxxxxx). Mr. Robinson stated he was headed home from Paradise Park, where he worked. While talking to Mr. Robinson I observed him have bloodshot watery eyes, slurred speech, and a strong odor of alcoholic beverage coming off his person. I asked Mr. Robinson if he would consent to some standard field sobriety test to which he stated yes.
On the horizontal gaze nystagmus test, six clues were observed including lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. All three clues were observed in both eyes making a total of six clues.
On the walk and turn test. five clues were observed including cannot keep balance during the instruction phase, starts too soon in the instruction phase, stops while walking, misses several heel-to-toe steps, and steps off the line. On the one-leg stand test, four clues were observed including swaying, uses arms for balance, hopping, and putting the foot down.
On the modified Romberg test Mr. Robison estimated the passing of 30 seconds in 38 seconds. No lack of convergence was observed. Based on the clues l observed and my training as a law enforcement officer, Mr. Robinson showed signs of impairment. Due to Mr. Robinson showing signs of impairment he is in direct violation of TCA: 55-10-401 driving under the influence, Mr. Robinson was taken into custody.
A computer check revealed Mr. Robinson has two prior DUI convictions on his record. The first DUI conviction was on 08/11/2011 out of Rutherford County General Sessions Court. The second DUI conviction was on 06/13/2017 Mr. Robinson refused a blood alcohol consent (BAC) form.
During a search, incident to arrest Mr. Robinson stated, “buddy I ain’t gonna lie to you, I got a one-hitter with marijuana in it.” While searching Mr. Robinson a container with a green leafy substance consistent with marijuana was located. Mr. Robinson stated it was a little package of CBD. While talking to Mr. Robinson, he made several statements about it being a weed.
Due to this, I believe the green leafy substance to be marijuana which is a direct violation ofTCA: 39~17-418 simple possession schedule six. Mr. Robinson was then transported to the Wilson County Jail so a blood alcohol content (BAC)search warrant could be applied for.
While en-route to the Wilson County Jail Mr. Robinson became combative and began screaming in the back seat of my patrol car. Mr. Robinson called me a bitch, and a fucking asshole. Mr. Robinson further stated, I was a sad bitch and I can take that to my grave. Mr. Robinson then called me a fucking faggot.
Mr. Robinson asked me my name and when I told him, he screamed, fuck you, I don’t give a fuck. Mr. Robinson then screamed, if you had any balls, you would pull over in the next parking lot and take these cuffs off so I can kick your ass.
Mr.Robinson also screamed pull over into the next parking lot and I bet you your next three paychecks I’ll beat the fuck out of you and then fuck you in your booty. Mr. Robinson further stated I would beat the fuck out of you in a heartbeat, but I won’t beat the fuck out of you worse than you must beat yourself up every day. Based on Mr. Robinson’s combative comments I notified dispatch and they notified Wilson County Booking.
Once we arrived at booking Wilson County Sgt Rivers came outside and was able to use de-escalation tactics and calm Mr. Robinson down. Mr. Robinson was then escorted into booking. I went to the Wilson County Commissioners office and a blood alcohol content search warrant was granted by Commissioner Miller. When I returned to booking to transport Mr. Robinson to the hospital.
I was advised by Wilson County Sgt. Rivers that he spoke to Mr. Robinson and advised him that I had a warrant for a blood alcohol content draw. Mr. Robinson stated to Wilson County Sgt Rivers that he would rather not go. Based on Mr. Robinson’s threatening behavior and refusing the blood draw it was determined Mr. Robinson was a danger to hospital staff so a blood draw could not be performed because of this Mr. Robinson is being charged with TCA: 39-16-602 resisting arrest.
Mr. Robinson was then booked into the Wilson County Jail without incident. Mr. Robinson is being charged with TCA: 55-10-401 driving under the influence 3rd offense, TCA: 55-10-406 implied consent, TCA: 39-17-418 simple possession schedule6, and TCA: 39-16-602 resisting arrest. Mr. Robinson is also receiving a citation for TCA: 55-8-152speeding and TCA: 55-12-139 financial responsibility (Cite# 31145). S&S towing has possession of the vehicle these offenses did occur in Watertown Wilson County Tennessee.
