As a young woman walked alone in Midtown late Monday evening, she says a man began to “cat all” her, and as she continued past him she says he firmly grabbed her arm. As she began to fight back, he reportedly told her he was going to rape her. She was able to break away from the man, identified as 30-year-old Patrick Schiebel, and flee to a nearby apartment building with a visible concierge who let her inside and called 911. Metro Nashville Police officers located the man but refused to charge him themselves since they didn’t witness it. MNPD escorted the victim to night court, where a magistrate signed a simple assault private prosecution warrant. The tourist was jailed for 153 minutes before being given pre-trial release and set free, despite a magistrate setting his bond at $10,000.

| Officers responded to 111 17th Ave S, the Skyhouse apartments, as Ms. Williams had called in stating a male chased her to those apartments. The description given matched a man officers saw less than a block from this location on the way to the call. Officer Crisp stopped him to investigate further while I spoke to Ms. Williams about the incident. Ms. Williams stated she had been walking along Division st when a male started to call out to her. He was saying “Hey, hey, hey, girl”. Ms. Williams ignored this and continued to walk. Mr. Schibei, the male, then firmly grabbed Ms. Williams arm. She began to try and pull away stating, “I don_t know you, let me go“, to which Mr. Schibel replied with “Shut the fuck up, shut the fuck up, I am going to rape you”. A scared Ms. Williams was able to jerk her arm free and took off speed walking into running from Division towards 17th ave S. Mr. Schibel began to run after her all the way to the Skyhouse apartments at 111 17th Ave S. Ms. Williams was able to bang on the side door of the apartments where a concierge generously let her in as she seemed in distress. Ms. Williams told the concierge to not let the man in, which they did not. When officers made contact with Mr. Schibel he was profusely sweating, and Ms. Williams was able to see him still from inside the apartments. She confirmed officers were out with the correct person. When Mr. Schibel was asked what happened tonight and what he was doing in that area, he refused to speak with officers. When given another opportunity to explain his side of the story he once again refused and was taken into custody without incident. |

He got Pretrial due to his qualifications to receive it. If the commissioner wanted him to stay in jail or pay a bond, then shouldn’t allow him to be eligible for Pretrial.
